If your dog is whimpering softly then, that means it is hurt or frightened. Generally, you can hear this sound, when the dog is in pain, especially when it is at the vet. But instead of a yipping howl, if he howls loudly, then he is saying that the space belongs to him or he is present there, or he has heard you calling or looking for him. If your dog is very confident then he will howl only once, to tell you that he is present there.
In case he is howling very often, from a different canine, then it is definitely a moan. This sound actually echoes to a human ear. If he moans for a very short time, then it means he is in a lot of excitement and wants to enjoy himself. He will generally moan, when something he expected has actually happened. If he is panting then he means to say that he is very happy and wants to go out.
Vocalization is also learnt by pets. For instance, the sound of the bark the dog gives when he responds to a command is completely different when compared to the sound of the bark he gives when he is impulsive. The barks to which the police dogs are trained also come under vocalization.
